This rule chapter 16 authorizes an attorney licensed to practice law in 1 or more foreign countries to be certified by the Supreme Court of Florida, without examination, to serve in this state as a legal consultant with respect to the laws of the country in which the lawyer is admitted to practice - also admission rule chapter 17:
RULE 16-1.3 ACTIVITIES. It allows the foreign lawyer to apply the procedural rule relating to PRO HAC VICE admission, or in accordance with the rules of the administrative rules.
RULE 16-1.2 GENERAL CERTIFICATION REGULATIONS. (e) Foreign attorney must maintain an office in the State of Florida for the provision of Services as a foreign legal consultant.
RULE 16-1.4 APPLICATION. An applicant under this chapter must submit an application to the International Law Section of the Florida Bar which must include:
(1) Has studied, trained in, read, and is familiar with the Rules of Professional Conduct adopted by the Florida Supreme Court and will comply with and be subject to its provisions. RRTFB: February 15, 2024.
CHAPTER 17. AUTHORIZED IN-HOUSE ATTORNEY RULE.
RULE 17-1.1 PURPOSE:
The purpose of this chapter is to facilitate the relocation of persons, certified foreign attorneys employed by or to be employed by any business organization, within Florida, as defined in this rule, for the purpose of carrying out, in whole or in part, activities , as defined in this rule, for such organizations. Notwithstanding the provisions of Article I, Sections I, Rules of the Supreme Court of Florida Relating to Admissions to the Bar, this chapter shall authorize attorneys licensed to practice in jurisdictions other than that of Florida to be permitted to engage in such activities. in Florida while employed exclusively by a business organization without the requirement to take the bar exam.
RULE 17-1.2 DEFINITIONS:
(a) Authorized In-House Attorney. A lawyer is anyone who:
(1) is licensed to practice law in a jurisdiction of the United States other than Florida or otherwise admitted or authorized to practice as an attorney or legal advisor or the equivalent in a foreign jurisdiction and subject to effective regulation and discipline by a professional body or public authority duly constituted or subject to recognized legal norms, obligations inherent to their status as lawyers;
(2) is employed exclusively by a business organization located in Florida and will reside in Florida or move to Florida to work within 6 months of applying under this chapter and receives or will receive compensation for activities performed for that business organization;
(3) has completed an application for certification as required elsewhere in this chapter; and
(4) has been certified as a licensed attorney by the Florida Supreme Court.
(b) Business Organization. A business organization is a corporation, partnership, association or other legal entity (together with their respective parents, subsidiaries and affiliates) authorized to transact business in this State of Florida that is not engaged in the practice of law or the provision of services outside the organization, whether for a fee or otherwise, and does not charge or charge fees for representation or advice other than entities comprising that organization for the activities of the licensed in-house attorney.
A business organization does not include a governmental entity, governmental subdivision, political subdivision organization, school board or any other entity that has the authority to impose a tax.
RULE 17-1.3 ACTIVITIES:
(1) provide legal advice to the directors, officers, employees and agents of the company organization in Florida regarding its business;
(2) negotiate and document all matters of the business organization;
(3) representation of the business organization in its relations with any administrative body, agency or commission that has jurisdiction; and
(4) provide pro bono legal services under chapter 12 of these rules if certified as an attorney emeritus.

As a foreign lawyer foreign legal consultant, you must go through and do the process required by the supreme court and bar, this is generally difficult but not very expensive, of becoming a lawyer or legal advisor in another country.
Becoming a foreign legal consulting attorney allows you to continue advising on the foreign law you already know while residing in the state of Florida as detailed in the chapter 16 and chapter 17 rules.
In addition, many people admitted as consulting attorneys, legal advisors or equivalents from foreign countries in addition to opening and managing their own office to provide legal services, may also partner with local attorneys, may also accept jobs as legal assistants or paralegals in the United States.
Becoming a foreign legal consulting lawyer allows such a person to greatly increase his or her individual value by obtaining the ability to advise and training on local laws and rules detailed above, in addition to being able to legally use the title of “Foreign Legal Consultant.” – “FLC”.
